What is a full hookup vs. non-hookup campsite?

Full hook-up sites have water and electricity, Flowing Lake is the only campground with full hook-up sites. Kayak Point has elecricity only at each site, water spigots are placed every 3 or 4 sites and are for all campers to use. Non-hookup sites at Flowing Lake have no electricity or water.
