What is a flood control zone district (FCZD) and how big is it?
A flood control zone district is a special purpose district (or new government agency) established to deal specifically with flooding issues. It is separate from other government jurisdictions, such as the County, a city, a town, a school district, or the port district. The district can levy a tax for flood control projects and to maintain and operate flood control infrastructure. Because major floods affect the entire region, the flood control zone district includes all of Pierce County, including the unincorporated area and the cities within the County.
