A drop charge applies only when you pick up a vehicle at one location and leave it, or drop it off, at another location. This is not uncommon in Hawaii. Drop charges happen on the Big Island when people pick up in Kona (KOA) and drop it off in Hilo (ITO), or vice versa. It happens on Maui when travelers pick up in Lahaina (JHM) and drop the vehicle off in Kahului (OGG). It also happens on Oahu when people pick up in Waikiki and drop off at the Honolulu Airport (HNL).
