Direct jobs include both jobs created and jobs retained and will be reported as a single number. Even if the city is not hiring new staff it is possible that the city will have some FTEs to report for OMB purposes. Please reference OMB Memoranda M-10-08 for full descriptions of how a grant recipient would calculate their jobs created/retained.
