What is a consensus standard ?
In a democratic society, we are accustomed to debates followed by votes. A majority vote of 51% usually means a win for one side and a loss for the other. In some aspects of our lives, though, we rely on discussion, debate and persuasion to arrive at a general agreement. This is called consensus. While not everyone may agree, there is a sense of general agreement where everyone has been heard and allowed to attempt to convince the rest. Consensus is more than a simple majority, but less than unanimity.
