CIA stands for Community Impact Assessment. It is an iterative process that raises awareness and understanding of both positive and negative effects of proposed actions on the human (social and economic) environment. CIA uses data analysis as well as broad community interaction to enable informed transportation decisionmaking in compliance with 23 U.S.C. 109(h).
