What is a Certified Tester?
A. A certified (backflow device) tester is a person certified by the Orange County Health Care Agency to test backflow devices. The City of Huntington Beach provides a list of certified testers who have submitted an application and proof of a business certificate with the City. They are considered to be private companies who represent only themselves and their services separately from the City.
