What is a brief to a committee?
A “brief” to a committee can take many different forms, but is generally considered to be any substantive written submission to the committee. Any organization or person may submit a brief to a committee of the House of Commons. These briefs are distributed to all members of the committee for their consideration; the decision to distribute these to the public remains within the discretion of the committee. If an author of a brief specifically requests that it be classified as confidential, the committee will respect that wish.
