The official rules define such moves. If nobody is on base it’s not a balk, it’s an illegal pitch.

Say if a person gets on 1st base, and the pitcher throws to 1st every now and then to keep him close. One time the pitcher may start his wind-up but then stop suddenly to check the runner at first base. That is when the umpire calls a balk on the pitcher.
