What intersections are considered congested and at what times during the day?
The Initiative identifies 25 intersections that operate below level C either in the morning peak hours (7:00 AM – 9:00 AM) or the evening peak hours (4:00 PM – 6:00PM) or both. This information was based on a Traffic Study completed by the City of Oxnard in 2005. A new Traffic Study, completed in 2008, reduced the number of deficient intersections to three.
