What information were applicants expected to provide by November 1, 2009?
NTIA required a substantially complete data set by February 1, 2010. NTIA preferred to receive this data, or an alternative data set, by November 1, 2009. In the case that provision of such a data set was not feasible by November 1, 2009, applicants were asked to describe the barriers that prevented collection by that date. The November 1, 2009 deadline was extended for all states because grants were not issued until November.
