The established incentive cap per meter is $1,000,000 for each utility (regulated electric and natural gas utilities). Buildings that fall into the following five customer classes are eligible for up to $2,000,000 for each utility: hospital, public colleges and universities, select non-profits, affordable multifamily housing, and local governmental entities not receiving direct Energy Efficiency and Conservation Block Grants.

The entire campus must be treated as one project, unless sub-metering has been established. The 15% savings will be achieved on a campus-wide level and one set of incentives will be paid out. The established incentive cap will remain $1,000,000 per electric and gas utility account, not to exceed $2,000,000 per project.
