What if training attendance is less than the number of participants who registered?

If the training is planned for 20 participants, but fewer than 20 complete the return training a re-payment of a portion of the stipend amount will be required. The stipend is for $1000 per module (given 20 participants) and is available prior to the start of training to offset trainer costs.
