What if the work order calls for PWO but the customer is home?
In this cas the job class should be reconnect/restart. Providiing you obtain a signature levels and are on the job longer than 20 minutes you can bill a full reconnect. If the customers equipment exists then bill a video only reconnect. If you need to reboot or have dispatch re-hit the equipment or you need to replace it then bill the job as normal. The key is you need to do more than just walk up to the door and have the customer sign the work order.
