A voter subject to the identification requirement who votes by absentee ballot will be asked to submit in the outer return envelope of the absentee ballot one of the following: (i) a current and valid photo identification, or (ii) a copy of a current utility bill, bank statement, government check, paycheck, or other government document that shows the name and address of the voter. However, even if the absentee voter does not return a copy of an identification document with the absentee ballot, the ballot will still be counted so long as the absentee ballot is otherwise properly cast. The rationale for this exception (which literally swallows the rule) is that the Statement of Absentee Voter signed by the absentee voter is the equivalent of the affidavit ballot statement which would be completed by an in-person voter who does not present identification.
