The Final Rule doesn’t dictate form. The different parts of the regional ITS architecture may exist in different forms in different places or documents. As long as all parts of the Final Rule requirements can be demonstrated, conformity has been met. However, if the requirements of the Final Rule are scattered throughout several documents or locations, then maintenance will certainly become an issue.
