What if the non-custodial divorced parent is unknown or non-compliant?
We will consider waiving the requirement for the non-custodial parent to submit the PFS if information is provided that clearly indicates that the location of the non-custodial parent is unknown, has provided no support and has had no contact with the family in years. In these cases, documentation clarifying the situation will be accepted from a psychological, spiritual or legal counselor with knowledge of the family’s situation.
