NCLB specifically states that overcrowding cannot be used as a reason to turn away any transfer students from “needs improvement” Title I schools. Overcrowding is considered to be a district problem, and the U.S. Department of Education has made several suggestions for handling such a situation, such as –implementing a virtual school (at the existing school), –redrawing attendance zones, –establishing satellite campuses, –dividing the school into smaller schools, or –authorizing additional charter schools.
