You can create a shutdown task, schedule to run after duty, and check the options Start the task when CPU is busy(This option is intended for shutting down the computer when finding the computer is attacked or is busy with some abnormal tasks.). It then will perform the shut down when the CPU usage is equal or above than the selected percentage during the indicated amount of time.
