What if my property is currently on the National Register and has already received the 15 year tax freeze. Can a property owner request a second 15 year tax freeze?
4) Answer: If the property is commercial (i.e., income producing), then the answer is YES. (Sorry, no single family dwellings or Bed & Breakfast type operations are considered for a second term tax freeze.) If commercial, after the first 15 years of special assessment (tax freeze), a second 15 year special assessment may be applied for. However, there are two main issues that need to be understood. First, the assessment will be based upon the current market value and not the previous 15 years special assessed rate. Second, the applicant will be required to make a significant investment that maintains or returns the property to a high level of architectural, landscape, or structural integrity based on the historic record or professional analysis and which promotes compliance with the American with Disabilities Act or results in seismic or energy conservation improvements.
