In such instances, grants will be awarded to the institution conducting the intervention. The institution conducting the intervention (the lead organization) would then sub-contract with the academic or research group providing the evaluation expertise. Each applicant may have more than one principal investigator. The first principal investigator must be at the lead organization and must have direct administrative oversight of the intervention proposed for evaluation and the staff that deliver the intervention.
