You will need a ticket to the Fiesta Bowl Block Party to get into any restaurant or bar in the downtown after 5:00 p.m. Be aware that most bars will be charging a separate cover charge the night of the Block Party. If you plan to go to a bar or restaurant that night you should contact them ahead of time.
