Yes. If you use the same Windows Live ID to sign into SkyDrive as you do to sign into Office Live Workspace, your documents will be moved into the same account. If you use a different Windows Live ID for SkyDrive, the upgrade process will move your Office Live Workspace documents into a new SkyDrive account using the same Windows Live ID you used for Office Live Workspace. Either way, your documents will always be accessible.
