You evidently are not familiar with this subject. Here are the facts: #1 – Manufacture to special order would be impractical. Like anything else, the vast majority of firearms must be mass-produced to be cost-effective. The few that aren’t mass-produced typically cost thousands of dollars each, with long delay times, and these go into hands of very wealthy shooters and collectors. #2 – Local sheriffs’ departments and/or other authorities DO NOT KNOWINGLY issue purchase permits to people with proven (adjudicated) mental illnesses. The problem lies with mental health organizations, legislators, judges, and law enforcement agencies who have failed in the past to cooperate in the identification, judgement, and formation of a suitable database on the mentally ill. The National Rifle Association has done more than anyone else to get this rolling and to get this database into the hands of the federal agency that must be consulted by licensed firearms dealers before any sale of a firearm can b
