What if an institution has tailored their programs to attract disadvantaged students? Will they be penalized by the financial risk model?
The Designation Policy Framework is a designation tool, not a de-designation tool. In the Framework, provinces have the flexibility to treat specific cases differently if they feel that the institution is playing a key socio-economic role in the community. A section in the Framework specifically states: Jurisdictions may determine that the role the institution plays in fulfilling regional, socio-economic, or cultural provincial policy priorities will be taken into account when determining the impact of a high-risk assessment on the institution’s designation status.
