There are a number of reasons why a client may prefer to have their data withheld from the collection. Your agency needs to respect the client’s opinion, but you may find that they are concerned about only some of the information, not all of it. The suggested steps below have been successfully used by many agencies to handle this situation. Agencies are advised to discuss the issue with the client to determine if it is an overall exclusion or rather a sensitivity to specific data items. In the orientation training, the example of Country of Birth and Main Language are used. Clients from certain regions may prefer that this information is not reported but may accept that other data be reported. If the exclusion relates to specific data item sensitivity, then agencies may offer to report a “Not Stated” response for this client for the identified data items.
