What height should the Closet Flange Extension be, from the top of the tile/floor?

I got a Closet Flange Extension Kit from Home Depot and it has 2 rings. One is inch and the other is a inch; so basically I want to know which one to use. The current/original flange that is installed on the sub-floor is level with the top of the tile. The tile is just that 12 square floor tile that Home Depot sells thats under a buck a tile, its not porcelain, marble or anything fancy. So Im wondering which extension ring to use. I measured a Flanges thickness to see what I should be off of the floor, and it looks to be 3/8 inch thick; but the Kit does not include one of that thickness. Thank you in advance.
