Hubbard: Three years ago the State of Missouri withheld 14% of our appropriation in the middle of the fiscal year. The following year they reduced our base budget by 10%. Fortunately, we had the Q/ABC process in place and were able to use it to help us adjust to this crisis. Specifically, by applying the Q/ABC philosophy, Northwest saved $750,000 in administrative costs in just one year. Similar savings also were realized in academic areas. This year, although our budget has remained flat, faculty and staff received significant raises; in fact, the highest in the state. Needless to say, morale on campus is very high.
