What has CPA delivered and achieved?
Answer CPA is regarded by both central and local government as a major driver of improvement in councils. Higher performing authorities have experienced a subsequent reduction in inspection activity and some wider freedoms and flexibilities from government. The overall level of inspection in the 150 single tier and county councils has reduced substantially from its peak of 897 inspections in 2001/02 to around 214 inspections in 2005/06, a drop of over 70 per cent.
