On 8 September 1981, TRADOC commander General Glenn K. Otis created the position of Deputy Commanding General for Training and Army Inspector of Training at TRADOC headquarters. The staff position was one with command-wide and Army-wide duties. The incumbent of the position assisted The TRADOC commander in executing the training mission, and directly rated the commanders of Forts Dix, Jackson, and Leonard Wood training centers. As Army Inspector of Training, he reported directly to the Army Chief of Staff. As TRADOC deputy commander, the DCGT was responsible for all initial entry training and for directing, supervising, and evaluating all TRADOC training programs, except officer training. In March 1985, the Chief of Staff withdrew the Army-wide training inspector element of the position, transferring those functions to the Department of the Army Deputy Chief of Staff for Operations and Plans, effecting that change in July 1985.
