What has been the function and achievements of the secretariat since its establishment in October 2000?
Since 2000, the secretariat has been actively involved in several programmes. We do not drive the programmes ourselves, but rather play the pivotal role of catalyst and bring the necessary players on board. For example, the secretariat assisted with the development of a global mobile personal communication satellite (GMPCS) toolkit to facilitate the licensing of operators. This was achieved through the collaboration of various partners in industry, the ITU and Infadel. The secretariat also works closely with sub-regional institutions. Within SADC, we interact with SATACC (Southern African Transportation and Communication Commission) and TRASA (Telecommunications Regulators Association of Southern Africa) on issues such as harmonisation, and guidelines on how to make SADC a knowledge based economy.
