The function of the ear ossicles (the three bones) is to amplify sound. So if they are stuck together i.e. they are like a single bone, then they do not amplify sounds. So the person can hear sounds from nearby sources but not from far off sources (since there is no amplification). The problem is probably permanent (unless there is some sort of surgical procedure to correct this). To amplify sound hearing aids have to be used. Hope this helps…
