In rare and isolated cases, where the enhancer participated in the PS but had invited 3 participants to the IS, he/she shall be allowed entry to the IS first, before considering the participation to the IS program of his/her 3 invited participants, utilizing his/her expected individual IS enhancement share of Php 1500 as his/her initial donation to the IS Program, thereby giving him/her right for the issuance of a CNS to the IS.
