As a police department employee this is how we do it… If there is a child with the parent in the situation that the parent gets arrested we attempt to make contact with another adult whether it be the other parent or family member/friend that can come get the child. Usually the parent being arrested makes this choice assuming they are capable of making the choice. Sometimes the officers have to bring the children here to the police department and wait for the parents/guardian to show up and get the child. If we spend a reasonable amount of time attempting to make contact with someone and are unsuccessful we will then contact our on-call social services and have them respond to the police department and start up the paperwork. For example: Several months back we had an officer pull over this guy. Turns out he was drunk and the child was not properly restrained int he vehicle. We had a very difficult time reaching the mother (this was her boyfriend that had the child). The Sgt brought
