What happens to LEC paperwork until the RPA come online?
It is expected that the NES declaration can serve this purpose. The C1226A/C1227A will continue to be the claim documents for CAP schedulers, but the C44S and C296 should no longer be needed as separate notices to Customs. LEC will cease to exist, and the ECR (Export Control Record) will disappear with it. Local Clearance Procedure (LCP) will replace LEC, and CAP exporters may apply to be authorised for this. As is the case with LEC, additional conditions apply to traders exporting CAP goods and claiming export refund from the RPA.
