For both pH and temperature, enzymes have an optimum operating level. So sometimes increasing pH while make the enzyme work faster, some times slower, depending on the enzyme. Temperature usually experiences a quick drop off if the temp gets too high (this is why we have fevers, to increase the environmental temp for bacteria and viruses so their enzymes quit working efficiently. They are optimized to be most efficient at 98.6 F). So if you are operating at optimum pH and temperature, any change will decrease the rate of the enzyme.
