What happens to bail money that a court collects if you are A) found innocent (or charges dropped) B) found guilty or C) fail to appear in court?
Bail is only used to ensure you appear in court. Once you are found guilty or innocent (and you showed up to court), you get it back. If you fail to appear, it usually goes into a general fund. The money essentially helps to pay the cost of law enforcement to recapture you, but it is not actually earmarked for that.
