What happens to an employer who ignores a garnishment summons?

I won a judgment in October of 2009. When the defendant neglected to pay, I filed for a garnishment with Prince William County. The garnishment summons went unanswered. The clerk at the courthouse said something about a Rule to Show Cause, but I’m not sure what that does and what happens if that gets ignored as well. I’m basically wondering what happens next and can the employer be forced to garnish the defendant’s wages.
