The Trust is regulated closely by Monitor. Monitor has the right to withdraw the Foundation’s licence to operate should there be a marked deterioration either in service quality or financially. In practice where this has already happened in a Foundation Trust the initial step which was taken was to remove the chairman, chief executive and key members of the Board and bring in a new leadership team, rather than immediately to remove Foundation Status, although this would ultimately be a sanction that could be used.
