What happens if two units attempt to retreat to the same place?
If two retreat orders are issued for the same country, then neither unit can retreat to that location and both units are disbanded. Here’s a example: A German army retreating from Bohemia and a Russian army retreating from Warsaw both attempt to retreat to Silesia, which is unoccupied. Result: Both armies are disbanded and Silesia stays unoccupied.
