What happens if the UNFCCC does not reach an agreement on a long-term forest carbon mechanism? Are our proposals still valid?
The PRP’s proposal does not rely on the UNFCCC process or UN mechanisms to function. Therefore, if no agreement is reached on forests as part of UNFCCC negotiations, the emergency package can still be implemented. Indeed, in these circumstances, the mechanism proposed by the PRP would be even more important, as it would be the only credible way of bringing about a significant reduction in tropical deforestation. The question would then become what the emergency package would transition to. It is highly unlikely that an international agreement on climate change and forests will completely fail to emerge in the next ten years, but even if this is the case the emergency package could continue to function for as long as is necessary to tackle this critical issue. It could evolve into a longer term solution in the absence of other mechanisms.
