What happens if someone tries to open the cover when the tank is pressurized?

Lots of dust and noise but no damage. The actuator is locked out when the tank is under pressure. The seal will deflate releasing the pressure in the tank it will not inflate until the cover can run a complete open and closed cycle to insure the system integrity.
