This needs to be dealt with on an individual basis. Firstly, bear in mind that sign off by the practice is against the whole of stage 2, i.e. training and end to end testing with the local laboratory. It is not a valid reason to withhold sign-off where a practice is in dispute with the supplier for a different reason.
