An owner of a pet in quarantine can apply for early release provided that the animal meets all the requirements of the Pet Travel Scheme, including the six month rule. The tick and tapeworm treatment can either be done and PETS certificated before entry to quarantine or given prior to release. In either case it must not be less than 24 hours before the time of early release. You should note that early release only applies at this time to dogs and cats in quarantine premises in England, not Scotland or Wales.
