If the court has scheduled a trial, and the prosecutor has no witnesses, then the court may grant a motion for a continuance or may dismiss it. If the appearance is for some other purpose, like to enter a plea, the cop need not be present for that.

First of all, if your car isn’t registered – get it registered and take it with you to court. Whether the officer shows up or not, the Judge will probably dismiss your case (you will probably just have to pay court costs).
