If the new airport is in another FSDO area, the certification process usually has to be repeated with the new FSDO, i.e. new 8130-6, They review and sign off on the Inspection Program, they inspect the aircraft, and then issue a new set of Operating Limitations naming the new FSDO and base of operations.
