If the vaccination was ordered by the Commissioner or his designated agent, under PHERA, the DPH Commissioner (or his designee) may order the quarantine or isolation of such person if there is a reasonable belief that the person is infected or has been exposed to a communicable disease or contamination, and poses a threat to the public health.
