If a site has been remedied in the past, Council will still need to assess whether there is any need to do more investigation or further remediation. If Council considers that further remediation is necessary, it will require a RAP from an environmental consultant stating that the site is capable of being remediated in accordance with EPA guidelines. Once remediation has been completed, Council will require it to be validated and reviewed by an EPA accredited site auditor. The cost of this validation and review will be borne by the applicant.
