The consortium of Washington schools did not materialize when two of the larger, cornerstone schools chose to not participate. The Oregon benefits consortium, the Oregon Independent Colleges Employee Benefits Trust (OICEBT), started its operations in April of 2003. The Oregon consortium had a difficult first year, in part because of a few catastrophic claims and in part because of administrative challenges. The plan is doing well this year. The OICEBT has indicated that future participation of private colleges in Washington would be welcome. However, the challenges associated with expanding the OICEBT into Washington increased considerably when the Washington legislature passed the Self-Funded Multiple Employer Welfare Arrangement Act on March 31, 2004. According to the OICEBT, the Act would require the OICEBT to have at least 20 schools participate, be in service for at least 10 years, and maintain a surplus of $2 million.
