A. What surplus? Clinton “proposed” a surplus that would occur a few years after he left office. There was a “Budget Surplus” under Clinton, but what is a “Budget Surplus” really? Since a budget is just a planning tool it has no real bearing on how Congress actually spends. Name the Law that requires the Congress to only spend what was budgeted!
